MVAP’s Exchange Program connects individuals to safer use supplies, prevention services, education, and supportive resources while meeting people where they are in their journey.

What is Exchange Program & Who Qualifies?

Program Overview

MVAP’s Exchange Program provides harm reduction services focused on safety, prevention, and connection to care. Our goal is to reduce the risk of HIV, Hepatitis C, and overdose while helping individuals stay connected to healthcare, housing, recovery resources, and other supportive services throughout the community.
We offer sterile syringes and safer use supplies, HIV and Hepatitis C testing, overdose prevention resources, education, and referrals in a respectful, confidential, and judgment-free environment.

Whether you are actively using substances, exploring safer practices, considering recovery, or simply looking for support, our team is here to meet you where you are without pressure or expectations. We recognize that everyone’s journey is different, and when individuals are ready, we can help connect them to recovery treatment, recovery support services, and other community resources.

Participation in the Exchange Program does not require sobriety, and all services are voluntary and confidential.

Exchange Program Services

Syringe Exchange

Access to sterile syringes and safe disposal options to reduce the risk of HIV, Hepatitis C, and other infections.

Safer Use Supplies

Supplies such as condoms, lubricant, and safer use materials to help reduce harm and prevent the transmission of HIV, Hepatitis C, and other infections.

Overdose Prevention

Education and tools, including naloxone, to help prevent overdose and respond in an emergency.

Hepatitis C Testing

Free, confidential testing with support, education, and referrals for care if needed.

Wound Care Supplies

Basic wound care supplies and guidance to help prevent infection and support safer healing.

Referrals for Recovery Services

If and when you’re ready, we can connect you to recovery, treatment, and support services, always at your pace and without judgment.

You may qualify for MVAP's Exchange Program if you:

  • Are living with HIV or AIDS
  • Live in New Hampshire
  • Have a household income at or below 500% of the Federal Poverty Level

You can apply online using this form or contact one of our offices to get started. If you leave a message on our general voicemail, a staff member will return your call to schedule an appointment.

When you meet with a Case Manager, we will ask for a few documents to confirm eligibility, including:

  • Proof of income (if applicable)
  • Proof of New Hampshire residency
  • Proof of your HIV diagnosis

Please note that income is not required to enroll in the program. If you do not currently have income, we can complete a self-attestation form during your appointment.

Our team will guide you through the enrollment process and help determine which services and programs you may qualify for.

What Happens Next?
Once you connect with us:

  • A Case Manager will schedule an appointment with you.
  • We will review your eligibility for the Exchange Program.
  • We will help enroll you in services and connect you with any additional support you may need, such as medical care and recovery services.

If you’re unsure whether you qualify for MVAP’s Exchange Program, we encourage you to reach out anyway. Our team can review your situation and walk you through your options.

Even if you are not eligible for MVAP’s program, we can help connect you to other risk reduction and syringe service programs in the community, along with additional resources that support your health and safety.
